Converting a restrictive permit

Find out how to convert your restrictive permit to a “regular” permit to practice and a specialist’s certificate from the CMQ.

There are two options if you would like to apply to have your restrictive permit (MRA, clinician and sponsored professor) converted in order to obtain a “regular” permit to practice and a specialist’s certificate from the CMQ.

After less than 5 years and one renewal
(examination required – section 9 of the Regulation):

If you have had a restrictive permit for less than 5 years and it has been renewed at least once, you must submit an application for recognition of postgraduate training. The Committee on Admission to Practice (CAP) will examine your application and determine if you are eligible for the examinations. If the CAP determines that you are eligible for the certification examinations in your specialty administered by the College of Family Physicians of Canada (CFPC) or the Royal College of Physicians and Surgeons of Canada (Royal College), you must pass the examinations in your specialty (Schedule I of the Regulation) in order to obtain a “regular” permit to practice and a specialist’s certificate from the Collège.

After more than 5 years
(no examination – section 26 of the Regulation):

If you have had a restrictive permit for more than 5 years, you must submit an application for recognition of postgraduate training. The CAP will examine your application and if you are granted recognition, you may obtain a “regular” permit to practice and a specialist’s certificate from the Collège.

Clinician and sponsored professor

  • Submitted an application for a file review on the physiciansapply.ca portal by selecting Application for medical registration (type of request: Converting a restrictive permit into a regular permit – Clinician or professor sponsored – Before 5 years, after one renewal). Select the specialty/specialties for which you would like to obtain a specialist's certificate.
  • Obtained recognition of equivalence of postgraduate training from the CAP and satisfied the eligibility requirements for the certification examinations.
  • Passed the CFPC or Royal College examinations for your specialty.
  • Participated in the ALDO-Quebec educational activity.
  • Provided proof of French language proficiency (see exemptions)

    OR
  • passed the OQLF examination Examinations.
  • Completed the Update of medical activities and Declarations form through the Collège’s Online services.
  • Paid the Collège’s bill for the issue of the permit and specialist’s certificate.
  • Submitted an application for a file review on the physiciansapply.ca portal by selecting Application for medical registration (type of request: Converting a restrictive permit into a regular permit – Clinician or professor sponsored – After 5 years) Select the specialty/specialties for which you would like to obtain a specialist's certificate.
  • Obtained recognition of equivalence of postgraduate training from the CAP.
  • Participated in the ALDO-Quebec educational activity.
  • Provided proof of French language proficiency (see exemptions)

MRA (Quebec-France Agreement)

  • Obtained automatic recognition of equivalence of postgraduate training under the MRA.
  • Passed the examinations for your specialty (you may register directly with the CFPC and the Royal College).
  • Participated in the ALDO-Quebec educational activity.
  • Completed the Update of medical activities and Declarations form through the Collège’s Online services.
  • Paid the Collège’s bill for the issue of the permit and specialist’s certificate.
  • Submitted an application for conversion on the physiciansapply.ca portal by selecting Application for medical registration (type of request: Converting a restrictive permit into a regular permit - ARM (Québec - France agreement – After 5 years).
  • Obtained automatic recognition of equivalence of postgraduate training under the MRA.
  • Participated in the ALDO-Quebec educational activity.
