Special authorization – Telemedicine and other activities

As provided for in section 42.4 of the Professional Code, a special authorization is an exceptional and temporary measure granting a person legally authorized to practice the profession outside Quebec the right to use a title reserved for members of the order in Quebec or to engage in Quebec in professional activities reserved to them in Quebec.

It is used particularly for the practice of telemedicine (see Guidelines) and also for other activities (see Guidelines) to enable physicians to come to Quebec when invited to learn or teach medical activities or to practice on an ad hoc basis with a specific person or group of people. A special authorization must not take the place of permits to practice, restrictive permits issued to sponsored professors or training cards issued to fellows completing further training.

In addition, when a physician is invited to come to Quebec to provide care or other services to the public, the preferred route is the permit and, if the person already has a permit to practice in Quebec, reinstatement on the Roll of the Order must be preferred.

A special authorization DOES NOT give the person the right to:

  • practice medicine at other sites or with people other than those mentioned in the special authorization;
  • write medical prescriptions that must be filled outside the health care institution;
  • bill the Régie de l'assurance maladie du Québec;
  • sign certain medical documents, such as death certificates, reports that conclude that confinement (secure inpatient treatment) is required, insurance forms, forms for the Commission des normes, de l'équité, de la santé et de la sécurité du travail, the Régie de l'assurance maladie du Québec or for any other agency acting as a third-party payer;
  • have hospital-based practice recognized as a training period in order to obtain a permit to practice medicine in Quebec and a specialist’s certificate for Quebec.

Physicians who already have a file at the Collège

You must submit your application by email to: demandepermis@cmq.org.

If you are eligible, you will be given access to the Application for special authorization form to be completed through the Collège’s Online services.
 
Physicians who are submitting their first application to the Collège

You must submit your application by email to demandepermis@cmq.org and include your curriculum vitae and date of birth (so that a file can be created).

If you are eligible, you will be sent a user code and password by email so that you can complete the Application for special authorization form through the Collège’s Online services.

Professional liability insurance 

You must have professional liability insurance

The amount of the coverage must be at all times at least $5,000,000 per claim, and at least $10,000,000 for the aggregate of the claims submitted during each period of coverage of one year, with a deductible amount not exceeding $1,000 per loss.
